Playing the xbox version and there is not snapshot icon over the spire on the air traffic control tower at the airport. Then take your camera and zoom it on the Easter Bay Chemical compound pipes and you should see the icon. Just get to the yet closed bridge and get to the barricades as close as possible. You can take one snapshot before opening San Fierro.
